The Republic of Serbia has received financing from the World Bank toward the Serbia Emergency COVID-19 Response Project's cost and intends to apply part of the proceeds for consulting services.

 

The consulting services ("the Services") are related to Technical acceptance of the new diagnostic building with BSL-3 laboratory at the “Torlak” Institute of Virology, Vaccines and Sera. The technical acceptance will be conducted in line with the national legislation of the Republic of Serbia and standards pertaining to laboratory facilities.

 

The scope of the technical acceptance services for the above shall include, but will not be limited to the following:

1)         Documentation Review: The Consultant will review all relevant technical and design documentation, including building permits, approvals, public utility company conditions, equipment, used materials certificates and technical reports.

2)         Site Inspection: A detailed inspection of the building will be conducted, including examination of all its components (structure, installations, facades, etc.) to assess their condition and compliance with the design documentation.

3)         Safety Assessment: The safety of the building for use will be analyzed, including evacuation routes, fire safety measures, and structural stability.

4)         Compliance with Technical Standards: The commission will verify whether the building meets all applicable technical norms and standards for similar construction projects.

5)         Observations and Recommendations: The commission may provide observations and recommendations for any necessary corrections or additional measures to be taken before the building receives an occupancy permit.

6)         Conducting Final Tests: If necessary, the commission may require additional tests or inspections (e.g., testing of installations) before making a final decision.

7)         Review of reports on measurements and functional testing of completed installations.

8)         Preparation of Report: Finally, the commission will prepare a report on the technical inspection, which includes all findings, recommendations, and conclusions.

On behalf of the Ministry of Health of the Republic of Serbia, the Project Coordination Unit now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

 

The Consultant (individual company or a joint venture) shall (i) be registered in the Republic of Serbia as a company specialized in architectural/civil/mechanical engineering services for at least 5 years; and (ii) have experience in the performing of technical acceptance procedure for at least five buildings larger than 4000m2 in the last two years.

The Consultant shall provide a clear description of conducted activities and provide names and contact info of other parties.

 

The Consultant‘s team of individual consultants available under the assignment may include the following key-experts: (i) at least one employed engineer (KE-1) with experience in the leading technical acceptance procedure of at least two building larger then 4000m2 in the last five years; (ii) licensed engineers for each part of the technical documentation, as required by the relevant law (i.e. architectural, civil, mechanical (KE-2-4), electrical (high and low voltage (KE-5,6), including fire detection), plumbing (KE-7), roads (KE-8) and fire protection (KE-9)). All engaged engineers shall have at least 5 years of experience in their field of expertise and shall have performed at least 3 technical acceptance procedures in the last 5 years in their field of expertise.             The key expert (KE-1) shall have experience in conducting technical acceptance of at least one medical, laboratory or pharmaceutical facility in the last five years.

All proposed key experts must be licensed by the Serbian Chamber of Engineers, in accordance with the Serbian Law on Planning and Construction.

 

Key Experts will not be evaluated at the shortlisting stage; therefore, no individual experts' bio data (CVs) are required in this phase.

 

The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers”, July 2016, revised November 2017 and August 2018. (“Procurement Regulations”), setting forth the World Bank's policy on the conflict of interest.   

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. If selected, all the partners in the joint venture shall be jointly and severally liable for the entire contract.

 

A Consultant will be selected in accordance with the CQS method set out in the Regulations.
