REQUEST FOR EXPRESSIONS OF INTEREST
CONSULTING SERVICES – INDIVIDUAL CONSULTANT
Republic of Serbia has received financing from the World Bank toward the cost of the Additional Financing for the Second Serbia Health Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) of the Consultant for Development of HTM policy at national level should provide MoH / Component 2 of the SSHP & AF-SSHP - Improve Access to Quality Health Care with support in the activities related to improvement of medical equipment maintenance system within the Ministry of Health.
The overall objectives of the consulting services are:
- To complete a wide-ranging situational analysis to support the policy development in this field.
- To propose a Health Technology Management Policy at national level
- To provide a road map for the implementation of the policy development at central level for a horizon of 1-3 years.
Duration of the Services is one month.
The detailed Terms of Reference for the above referenced consulting services is posted on the website of the Ministry of Health of Republic of Serbia at http://www.zdravlje.gov.rs.
The Ministry of Health of the Republic of Serbia through its Project Coordination Unit (PCU) now invites individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The qualification requirements are:
- Education/training: Masters level qualification in biomedical engineering or similar field
- General professional experience: at least 8 years of professional experience working in the sector of biomedical engineering
- Specific professional experience: Experience of more than 10 years in assignments advising public institutions (Ministries of Health or major health facilities) with significant time allocated to the production of policy documents, strategic frameworks, development of policy documents for the sector of medical equipment management and maintenance.
- Leadership/management experience: at least 3 years management experience
- Multilateral Funding Projects experience: at least 3 years
- Language: Fluent written and spoken English
- Knowledge of Serbian Language would be considered an advantage
- Regional experience in the implementation of similar projects in Balkan countries would be considered an advantage
The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers – Procurement in Investment Project Financing Goods, World, Non-Consulting and Consulting Services, July 2016, Revised November 2017 (“the Regulations”) setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants as set out in the Regulations.
