The Republic of Serbia has received financing from the World Bank for the Serbia Emergency COVID-19 Response Project. It intends to apply part of the proceeds for consulting services: Preparation of the occupational health and safety plan and coordination of occupational health and safety measures during construction of a new diagnostic building with BSL-3 laboratory at the “Torlak“ Institute of Virology, Vaccines and Sera.
The objective of the assignment is to:
- Develop an Occupational Health and Safety (OHS) plan tailored to the specific requirements of the BSL-3 facility construction project, including detailed procedures, protocols, and control measures to mitigate identified risks during the BSL-3 construction phase.)
- Coordinate occupational health safety measures during the execution of works, as defined below.
The Occupational Health and Safety Plan shall be developed and implemented in line with the World Bank Health and Safety Guidelines, Environmental and Social Framework and national legislation of the Republic of Serbia, and Good International Industry Practice (GIIP).
The scope of services regarding the preparation of the Occupational Health and Safety Plan shall include, but shall not be limited to the following:
- Conduct a thorough risk assessment of the construction site, identifying potential OHS risks associated with BSL-3 facility construction activities.
- Develop an Occupational Health and Safety (OHS) plan tailored to the specific requirements of the BSL-3 facility construction project, including detailed procedures, protocols, and control measures to mitigate identified risks during the construction phase.
Specifically, the preparation of the Plan should include the following:
- a) Ensuring that all industrial activities near the site are taken into account when drafting the Occupational Health and Safety Plan, where necessary.
- b) Compiling documents that, in accordance with the design characteristics, incorporate relevant information in the field of occupational safety and health to be considered during any construction site activities.
- c) Incorporating specific occupational safety measures into OHS plan for works for works which involve specific risk of injury and damage to the health of employees.

On behalf of the Ministry of Health of the Republic of Serbia, the Project Coordination Unit now invites individual consultants to indicate their interest in providing the Services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The consultant should possess the following qualifications and experience:
Education:
- Minimum graduate-level degree (undergraduate academic or basic vocational studies), in the following fields: architecture, civil engineering, electrical engineering and computer engineering, environmental, occupational health and safety engineering, mechanical engineering or traffic engineering, i.e. at least two years of studies completed in the relevant field;
- Completed the professional exam for the performance of safety and health at work in accordance with relevant national regulations;
- Knowledge of relevant regulations, standards, and guidelines governing OHS in construction and laboratory settings.
Experience:
1.Minimum 10 years of general professional experience
- Proven experience over the past three years in:
- Coordinating occupational health and safety measures during the execution of works for construction sites with buildings exceeding 4000m2 on two occasions.
- Developing at least two Occupational Health and Safety/Preventive Measures Plans for construction sites involving buildings exceeding 4000m2.
- 3. Experience in developing OHS plans for construction projects, preferably in high-risk environments such as laboratory facilities.
- Experience in biosafety and biosecurity protocols during construction works would be considered advantage.
- Strong communication, coordination, and stakeholder engagement skills.
- Relevant certifications in occupational health and safety management. Valid licenses for: (i) occupational health and safety; and (2) coordinator in the phase of execution of works.
- Stong communication, coordination, reporting and stakeholder engagement skills,
- Good command of English and Serbian, including oral and written reporting abilities.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016, revised November 2017 and August 2018 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
