The Republic of Serbia has received financing from the World Bank for the Serbia Emergency COVID-19 Response Project and intends to apply part of the proceeds for the consulting services: FIDIC Contract Management Consultant for MoH.

 

The objective of the assignment is to provide technical assistance to the Project Coordination Unit (PCU) and the Project Manager (Engineer) during the implementation of the contract for the construction of a new diagnostic building with BSL-3 laboratory at the Torlak Institute of Virology, Vaccines and Sera and assist in the contract management and monitoring.

 

The scope of services related to the FIDIC contract management include, but are not limited to the following:

  • monitoring and evaluating the Contract costs against the approved budget;
  • monitoring and evaluating the physical progress of implementation against the Contract timetable;
  • providing technical assistance and preparing documentation needed for drafting Verification Orders and Amendments to the Contract;
  • assisting E&S team in the implementation of E&S policies;
  • assisting the PCU in the preparation of progress reports for MoH and WB, if needed;
  • advising on specific contractual issues when needed.

On behalf of the Ministry of Health of the Republic of Serbia, the PCU now invites individual consultants to indicate their interest in providing the Services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

 

 

The consultant should possess the following qualifications and experience:

 

Education:

  1. Minimum graduate-level degree (B.Sc., B.Eng., Dipl. Eng., Dipl. Arch. or equivalent), in the following fields: architecture, engineering or economics.
  2. Additional training in FIDIC rules (confirmed by certificates of FIDIC accredited institutions).

Experience:

  1. Minimum 5 years of proven relevant professional experience obtained on FIDIC-governed construction contracts/sites.

Proven and documented experience over the past three years in:

  • management and monitoring of construction contracts based on FIDIC rules;
  • previous experience in management and monitoring of construction contracts funded by the World Bank or other IFIs in Serbia is strongly preferred;
  • experience in working in health care sector is preferred;
  • strong communication, coordination and stakeholder engagement skills;
  • Good command of English and Serbian, including oral and written reporting abilities.

 

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers July 2016, revised November 2017 and August 2018 (Procurement Regulations), setting forth the World Bank's policy on conflict of interest.
